Jail Administrator – Major Ryan Russell

Major Ryan Russell began his career at the Wagoner County Detention Center in February 2020 as a detention officer. By the age of 22, his exceptional dedication and leadership potential earned him a remarkable promotion to Jail Administrator on June 14, 2021, making him one of the youngest individuals to hold this prestigious position in Wagoner County.

Since stepping into this leadership role, Major Russell has been unwavering in his commitment to advancing the detention center. His focus on innovation, professionalism, and best practices in corrections has earned him significant recognition at both the state and departmental levels. In October 2024, Major Russell further demonstrated his dedication to professional development by completing the Council on Law Enforcement Education & Training (CLEET) program, a distinguished accomplishment that underscores his commitment to excellence in law enforcement leadership.

Major Russell holds a Bachelor of Business Administration with a concentration in Human Resources from Northeastern State University. His professional development includes completion of the FBI-LEEDA Trilogy in Leadership—comprising the Supervisor, Command, and Executive Leadership Institutes. He has also completed the FBI-LEEDA Internal Affairs Investigations program and is a certified instructor in Correctional Emergency Response Teams.
